Xiamen plans to build a new aviation industrial park

 On October 28th, the "MRO China 2020" was held in Xiamen. It was reported that Xiamen is speeding up the construction of the new Xiang'an Airport. The event focuses on establishing a modern airport industry system in Xiamen with regional influence, including building a new aviation industrial park in the north of the new airport and setting up an airport comprehensive bonded zone. According to the introduction, as a well-known one-stop aviation maintenance base, Xiamen has gathered 16 professional aviation maintenance companies, including Swire and ST Aerospace, forming a relatively complete industrial pattern covering the overhaul of aircraft structure, the conversion from passenger plane to cargo aircraft, business airplane assembly, engine maintenance, etc. The output value of Xiamen airlines' maintenance industry represents about a quarter of the domestic market, and its business volume ranks among the top around the country.

"China (Xiamen) Intelligent Audio-visual Industry Base" approved to launch

 On December 21, the National Radio and Television Administration publicized an announcement to approve the establishment of the "China (Xiamen) Intelligent Audio-visual Industry Base" declared by the Fujian Provincial Administration of Radio and Television. The Audio-visual Industry Base is composed of two parts: the core area and the expansion area. The former is located in the audio-visual industry area of Xiamen Software Park Phase II and the latter in Xiamen Software Park Phase III. Through focusing on "technology + culture", the Industry Base will promote the digital, networked and intelligent development of the intelligent audio-visual industry, and build a national-level platform for network audio-visual operation service and investment attraction. Heretofore, there are 18 leading and rapid growing intelligent audio-visual enterprises and 16 cooperative projects that have signed contracts to land in the Industry Base.

12 industry leaders intend to settle in Binbei Super Headquarters

 In its capacity as the first super headquarters base project in Xiamen, Binbei Super Headquarters Base is proposed to be built into a green and vigorous urban space environment with high-quality development and life. The base command targets four categories of enterprises, including global 500, central enterprises, unicorns and leaders of domestic industries. It aims to attract and promote interested enterprises to set up headquarters, regional headquarters or R&D centers and investment centers in Xiamen. Currently, there are 12 industry leaders, including an Internet leader, who intend to settle in the base.

Two parks and zones of Xiamen included in 2021 Top 100 Parks and Zones with Quality Development

 In the "2021 Top 100 Parks and Zones with Quality Development" released recently, Xiamen Torch Hi-tech Zone and Xiamen Haicang Taiwan Investment Zone ranked the 22nd and the 83th, respectively. Other than the main ranking, Xiamen Torch Hi-tech Zone was also included in the "2021 Top 20 Parks and Zones in Business Environment" and "2021 Top 20 Parks and Zones in Green and Intensive Development". Xiamen Torch Hi-tech Zone is home to more than 1,000 hi-tech enterprises, accounting for nearly 50% of the municipal total. It has established five featured industrial chains (clusters), i.e. flat-panel display, computer and communication equipment, power and electric appliance, semiconductor and IC as well as software and information service industries. As the pillars of the economic development of Haicang Taiwan Investment Zone, the three major strategic emerging industries, i.e. IC, biopharmacy and new material industries, have kept leading the way of growth.

Xiamen to accelerate the establishment of a national pilot zone for digital economy development

 March 23 saw the convening of a press conference on "Construction of the National Pilot Zone (Fujian) for Innovative Development of Digital Economy" in Fuzhou. It is learned from the conference that Xiamen will pace up the construction of the Innovation Center of the BRICS Partnership on New Industrial Revolution and the Xiamen Software Park National Digital Service Export Base. By expediting the digitization, networking and intelligence transformation in all fields of economy and society, Xiamen will strive to build a national pilot zone for the development of digital economy. Also, the city will strengthen the construction of 5G networks, the industrial Internet and the Internet of things, quicken the progress of building Xiamen Kunpeng Supercomputing Center and other new digital infrastructure, and launch infrastructure projects such as smart transportation, smart education, smart medical care and smart ocean.

Xiamen Cross-border E-commerce Industrial Park expanded

 On the morning of June 23, Building No. 3 of Xiamen Cross-border E-commerce Industrial Park was inaugurated and put into operation in Qihang Building, Huli District. At present, the total construction area of Building No. 1, No. 2 and No. 3 in Xiamen Cross-border E-commerce Industrial Park has reached about 137,000 square meters, so it has become a comprehensive service platform for the entire industry chain of cross-border e-commerce with a high concentration of cross-border e-commerce elements and complete service elements in Fujian Province. Xiamen is one of the third batch of cross-border e-commerce comprehensive pilot areas approved by the state. Xiamen Cross-border E-commerce Industrial Park is a national e-commerce demonstration base, which has attracted high-quality e-commerce platform companies including Amazon to settle and therefore has formed a complete cross-border e-commerce industry chain and ecological chain. Xiamen's cross-border e-commerce import and export volumes have subsequently increased substantially, and its share of foreign trade has remained above 20%. In 2020, Xiamen's cross-border e-commerce retail imports and exports were 2.556 billion Yuan, increasing over 4 times year on year. According to incomplete statistics, Xiamen owns more than 5,000 cross-border e-commerce companies now, which is the region with the largest number of cross-border e-commerce sellers in Fujian.

Four bases in Xiamen rated as National Entrepreneurship and Innovation Demonstration Bases

Xiamen Software Park phase Ⅲ to set up Innovative Area


Software Park phase III in Jimei is setting up an Innovative Area in the Start zone, as well as a Comic and Animation zone, amongst other, covering a total area of 4.7 square kilometers and leading to be a 15-minute innovative living area.

Compared with Software Park phase Ⅱ, phase III is ten times larger with a planned area of 11.8 square kilometers. As a platform for innovation entrepreneurship and industrial economy, it’s expected to bring in over 200 billion yuan and attract more than 200,000 entrepreneurs and top talents, once it comes fully into use.

A large expanse covering a thirtieth of Jimei District, it will also consummate the new urban function of this area and enhance its population carrying capacity. It will, therefore, be a convenient place where people can live and work a comfortable life.

To date, 183 companies employing around 5,000 staff have moved into the Start zone. To facilitate the citizens’ life, the relevant departments in Jimei held a meeting and launched 74 projects which covered infrastructure, social programs and industry, among other things.

The public transport plan supporting the third phase of Software Park will add four public bus lines, increase frequency and there will be a special BRT (Bus Rapid Transit) stop on line 1. Moreover, public bicycle stations have been set up inside the park and a new batch of public bikes will enter service this month.

As for the daily living facilities, cinemas, cafes, shops, gyms, canteens, public toilets and free WiFi are all planned. What’s more, construction work will also start on apartments, hospitals and schools in order to meet increased demand.

Jimei government has decided to further develop polices and improve service such as providing consultants and lawyers to attract more talents to settle. Additionally, it will take full advantage of the nearby colleges to enhance this new regional innovation center.

Fuzhou Biomedical and Electrical Industrial Park

This is the nearest new industrial park to Fuzhou, with a superior location in the southern part of the town of Nanyu, the downtown to the north, Fuzhou University to the near west, the Dazhangxi River to the east, Qishan Mountain to the northwest and Huxiu Mountain to the south, and the town of Nantong across the river.
Fuzhou Biomedical and Electrical Industrial Park
It is 14 km from central Fuzhou City, 8 km from the university town, 30 km from Mawei Port, and 44 km from Changle Airport. Overall planned area is 12.87 sq km. Fuzhou Biomedical and Electrical Industrial Park has National Highways 316 and 324 connecting to the north, the Xiangpu Railway Line to the south. It takes scientific development as a guideline for developing high-tech, high-value-added, high-growth, low-carbon, environmentally and ecologically, recycling industries.
The park is involved in equipment-manufacturing, precision machinery, and photo-electricity related to biotechnology, biomedicine, modern Chinese medicine and medical equipment to make a scientifically planned demonstration area for the biomedical and electromechanical industries in three to five years, mainly in two areas: pharmaceuticals, with plans for a biomedicine R&D center, manufacturing and test base, and medicine logistics park; and electromechanical equipment manufacturing for the smart grid, optical electronic devices, communication equipment, and intelligent instruments.

Quanzhou High-tech Industrial Zone (Jiangnan Park)

The Quanzhou High-tech Industrial Zone (Jiangnan Park) is a central part of the Licheng district of Quanzhou in the development of high-tech industry. Construction work of the park began in November 2001 and it was approved as a provincial development project in 2003 and has become an important technological innovation base for Quanzhou.
Land development
The park has a planned area of 6 sq km and it has developed around 467 hectares, 327 of that for industrial projects, 55 for support facilities, and 106 for infrastructure. Industrial development
The zone has attracted 431 companies, 337 of them in operation. In 2009, its industrial output amounted to 11.5 billion yuan ($1.17 billion), an 18 percent year-on-year increase. It paid 700 million yuan in taxes, a growth of 16.3 percent over the previous year. It had industrial output worth 8.52 billion yuan in the first half of 2010 and paid 560 million yuan in taxes. It has an industrial cluster focusing on electronic information, with machinery and automobile parts, textiles, shoes and clothing as other major industries.
In the electronic information field, it has a silicon-based thin-film solar cell industry with the Fujian Golden Sun Electronic Co and Win Chance Co as lead producers, and has a new solar photovoltaic industry concentrating on solar lighting equipment. It also has a growing radio communication industry focused on radio frequency technology and microwave equipment, a new electronic parts and components industry focused on leaded ceramic disc capacitors for space navigation and military use, and an energy-saving, reduced-consumption electronic control equipment industry.
In machinery and automobile parts, it has formed an engineering-machinery manufacturing cluster, an auto parts manufacturing cluster, and circular knitting machine manufacturing cluster. In textiles, shoes and clothing it a new textile materials base, an export-oriented underwear and sportswear base, and a sneakers and slippers manufacturing base.
For infrastructures and support facilities the zone has put 1.15 billion yuan into roads, water supply, electricity supply, and drainage and sewage disposal and has added 30 km of new roads, 10 km of new drainage and sewage disposal facilities, and 100,000 sq m of green area.

Xiamen Xiang'an Industrial Park

The Fujian Xiamen Xiang'an Industrial Park was founded in March 2006 by combining the Xiamen Yinlu Foodstuff Industrial Zone (formerly Xiamen Yinlu High-tech Zone) and the Xiamen Xiangbei Industrial Park to produce a provincial industrial park with Fujian provincial government approval.

The Industrial Park is located in the north of National Rd 324, and contains three towns -- Maxiang, Neicuo, and Xinwei. It consists of the Yinlu High-tech Zone and Xiangbei Park in a planned area of 25.52 square kilometers, with the focus on high-output-and-benefits, value-added, low pollution and energy consumption indistries, such as photo-electricity, electrical equipment and engineering, electronic information, textiles, chemical fiber, foodstuff, and yacht manufacturing, to build an advanced manufacturing base with billions of yuan in business.

The Yinlu Area is next to the towns of Xinwei, Wuxian, and Hongtang, in Xiamen’s Tong’an district, on 12 sq km of land. It is the home of the Yinlu and Lisheng Electric Light Source companies and concentrates on foodstuffs and light industry. The Xiangbei Area sits next to National Rd 324, with the towns of Maxiang and Neicuo, in Xiamen’s Xiang’an district, on 13 sq km of land. It makes production systems and production service systems for new manufacturing, with support from small to mid-sized enterprises and the logistics industry, technological and institutional innovation.

The Shitou Area is in a new industrial area of Xiamen’s Xiang’an district, close to the Huoju (Xiang’an) Industrial Park, on 2 sq km of land and develops optic-electronics and electronic engineering. The Neicuo Area is in the town of Neicuo, in Xiamen’s Xiang’an district, on 12.3 sq km of land and develops low-pollution, low-energy consumption, high-value-added technology, capital-intensive electronics and electronic engineering.

Xiamen Xiangyu Free Trade Zone (XXFTZ, 厦门象屿保税区), covering an area of 0.63 square kilometers, was established in October 1992 with the approval of the State Council. It started operation in November 1993 and is the first area in Xiamen under the close supervision of the customs bureau. XXFTZ is also among the first group of zone-port interactive pilot areas approved by the State Council in August, 2004.

XXFTZ mainly engages in business related to international trade, such as import and export trade, 

bonded warehousing, bonded processing, and commodity exhibition. Favorable zone policies cover imports and exports, storage, taxes, foreign currency transactions, and processing. With over 20 years of development, it has become an exemplary model in expanding bonded logistics.

XXFTZ presses ahead in the spirit of reform and innovation and vigorously develops its modern logistics industry by making full use of its port operation, offering bonded warehousing and relying on third party logistics. Through continuous efforts, it has established cooperation and interaction with Taiwan and international logistics. The total import and export volume has reached US$ 55.1 billion, with an average annual growth rate of over 15%. More than 30 of the global Top 500 enterprises have set up factories in XXFTZ.

Fuzhou National Hi-tech Industrial Development Zone

Fuzhou High-tech Industrial Development Zone (FHTZ, 福州高新技术开发区) was launched in 1991 with the approval of the State Council. It is among the first group of state-level high-tech zones. With a planning area of 68 square kilometers, FHTZ has a jurisdiction over 6 industrial parks, namely Hongshan High-tech Park, Cangshan High-tech Park, Mawei High-tech Park, Fuzhou Software Park, Haixi High-tech Industrial Park Bio-medical Park and Electrical Industrial Park (also known as “Two Parks”).

FHTZ boasts five major advantages, including technology resource, innovation resource, brainpower resource, available land resource, promoting effect in local economy. It has invested more than 2 billion Yuan in infrastructure construction since its establishment and attracted a galaxy of talents from Peking University, Tsinghua University and other national key universities. The main campus of FHTZ is separated from the downtown by a river and only an hour’s drive from ports and Fuzhou Changle International airport. Fuzhou Economic and Technological Development Zone (FETDZ, 福州经济技术开发区) was established in January 1985 with the approval of the State Council. It is listed as one of the 14 economic and technological development zones in China and enjoys preferential policies.
Located in the eastern part of Fuzhou city, it faces Changle city in the southeast, adjoins Lianjiang County in the northeast, and borders Jinan district in the west.With a planning area of 23 square kilometers and a total coastline length of 59.8 kilometers, FETDZ consists of 5 major industrial parks and has jurisdiction over three towns and one street. FETDZ boasts convenient transportation. Mawei Port, one of the top 10 ports in China, is located in the zone and Fuzhou Port is also located nearby. Besides being accessible by sea, FETDZ can also be reached easily by road, air and rail.

Brief Introduction To Xiamen Software Park

The Software Park broke ground on September 6, 2005. It offers world-class business environment by applying innovation in institutional mechanism, management and supporting services. Located at the eastern corner of Xiamen Island, Software Park Phase II is known as Xiamen's "Silicon Valley". The Machinery Industrial Park has the automobile, engineering machinery and relevant accessory industries as its prevailing industries. As a modern machinery industrial park, it has a planned total area of 1,542.21 hectares and primarily includes the projects of Xiagong Industrial Park, Automobile Industrial Park, Phase II project of Machinery Industrial Park, Supporting Industrial Park and residential district.
Xiagong Industrial Park was launched into formal construction in December 2002. It is primarily designed for the production of excavators, skid steer loaders, light-duty engineering machineries, forks, road machineries, engineering steel structures, special-purpose automobiles, etc.
The Automobile Industrial Park was launched into construction in 2004 and it is designed to contain four functional zones, i.e. finished automobile manufacturing zone, auto part manufacturing zone, R&D and administration center and logistics zone. It includes 14 projects with a total investment of about RMB 4 billion Yuan and an anticipated annual output of about RMB 20 billion. The primary enterprises in the Park include King Long United Automotive, Yuchai Engine, Golden Dragon Auto Body, Golden Dragon Air Conditioning, etc.
                                                                                             

The Phase II project of the Machinery Industrial Park is planned to have a total investment of about RMB 4.8 billion Yuan and an annual output of RMB 12 billion Yuan. It is primarily designed for the development of the following industries: medium-pressure oil cylinder, construction material machinery, electronic machinery, hydraulic oil pipe, high-pressure oil cylinder, high-pressure pump and valve, wind electricity generating machinery, special-purpose automobile and auto part.
The Supporting Industrial Park is expected to attract relevant enterprises which provide support for leading enterprises such as Xiagong and King Long.
Xiamen Core Biopharmaceutical Industrial Park has a planned area of 3.8 square kilometers and the key industries include gene recombination medicines, vaccines, diagnostic reagents, blood products and other biological medicines; the medical equipment, medical instruments, advantageous chemical medicines and Chinese herbal medicines for diagnostic, treatment and care purposes; fitness foods and other biotechnical products.

Brief Introduction To Xiamen Export Processing Zone


Introduction
Xiamen Export Processing Zone, established at the approval of the State Council, is a special area under the supervision of the Customs. The Customs offers round-the-clock service with a new mode of "single declaration, single examination of documents and single inspection of cargoes". The enterprises in the Zone enjoy not only the convenience of customs declaration, but also the special preferential policies for export processing zones and special economic zones. Infrastructure facilities including roads, water supple, power supply, telecommunication, waste discharge, flood drainage and cable TV, and service organizations such as the customs, cargo inspection & quarantine, banks, transportation and warehousing are available in the Zone. Formalities for import and export can be completed within the Zone.
Xiamen Export Processing Zone is situated on the tip of the Xiamen-Zhongzhou-Quanzhou triangular area in the south of Fujian province where the economy is most flourishing, the industry and commerce are most development in the province. Facing Taiwan Island across the Taiwan Strait, it is just between Zhujiang Delta and Changjiang Delta, the two most economically developed areas on the Chinese coast.
Haicang port area is a component part of Xiamen port, which is serving as a pilot for the direct shipment between the mainland of China and Taiwan province. With its superior conditions, Haicang has a coast, good enough for building 36 berths of over 10,000 tonnage grade with an annual handling capacity of 70-90 million tons of cargoes, making Xiamen an important entrepot in southeast China.
The Processing Zone is integrated with the downtown on the Xiamen Island by the 6km long Haicang Bridge.
Base Preferential Policies
Exemption of Import Tax
Equipment such as machines, moulds and their spare parts needed for production and infrastructure construction, materials for project construction and office necessities for self use are exempted from import tax.
Tax Refunding
Foreign-funded enterprises in China outside the Zone selling their products to the Zone can have their VAT refunded. Sales of Chinese-made machines, parts, materials for production, elements, packing materials and a reasonable quantity of construction, materials are regarded as export and will have tax refunding treatment.
Import Bonding
Materials, parts, elements, packing materials and other consuming materials imported by the enterprises in the Zone for processing will all be bonded.
Tax Exemption for Export
Products for export are exempted from tax.
Goods such as products, raw and auxiliary materials and machines exchanged with other export-oriented processing zones are exempted from tax.
Foreign Exchange management
Enterprises in the Zone do not have to handle any cancel-after-verification procedure for export taking-in exchange or import paying exchange.
Quota permits
Import and export by the enterprises in the Zone need no quota permit unless otherwise regulated by the state.
Other Incentives
Preferential policies of Haicang Investment Zone are also applicable to the Processing Zone.
Investment Density: 4 million USD per hectare.

Production and development of parts and components of passenger cars and motorcycles; environmental protection equipment; engineering transport & removal equipments; road building machinery & removal equipment; moulds; machinery foundation parts; photoelectric-electro mechanic products; hard alloy cutters; textile machinery and intensively processed tungsten products.
2. Electronic Information Industry
