"We have been in Xiamen for 8 years and I have to say something that is deep in my heart about it today", said Chen Hongliang, secretary of CPC Committee and chairman of Tianma Microelectronics Co., Ltd., to start his speech.

He reviewed the development history of Tianma in Xiamen. In 2011, Tianma invested 7 billion Yuan in a production line of low-temperature polycrystalline silicon in Xiamen; in 2015, it made an additional investment of 12 billion Yuan in the construction of its 6G production line of low-temperature polycrystalline silicon. With nearly 20,000 employees in Xiamen today, Tianma has invested several billion Yuan in the R&D of its core technologies cumulatively, and established strategic partnerships with Huawei, Xiaomi, Vivo, OPPO and other world-famous brands. In 2018, Tianma broke decades of international monopoly and realized the highest share in the global market of low-temperature polycrystalline silicon products.

According to Chen, Xiamen governmental officials know about their services well and have a strong sense of responsibility; the government is honest and credible, keeps its promises, provides real and good services, has the courage to make innovations, abides by rules and emphasizes partnership. He quoted the 2016 Typhoon Meranti attack as an example. Tianma's suppliers were very worried about the impacts on cargo delivery then. With the support from Xiamen government, Tianma resumed the production in just three days and realized complete production in one week. "Without the support from Xiamen Government in all aspects, we won't have developed so smoothly and successfully". 

"We are very excited about the speech of Hu Changsheng, member of the Standing Committee of CPC Fujian Provincial Committee and secretary of CPC Municipal Committee, during the conference", said Chen Hongliang, "enterprises have great development potentials considering the superb geographic advantages, strategic opportunities and cultural environment of Xiamen". He disclosed Tianma’s two actions in the future: firstly, Tianma will hold its global supplier conference in Xiamen in May to actively respond to the Investment Promotion Conference. Several hundred upstream and downstream enterprises of the industrial chain will come to Xiamen then, including 100+ listed companies. These enterprises are expected to know more about Xiamen and develop in Xiamen together. Secondly, Tianma will formulate a new plan to facilitate the development of the industrial chain and contribute to the social and economic development of Xiamen.

 Convenient Air Transportation

Xiamen Airport, one of the six major airports in Chinese mainland, has formed a global airline network that covers main cities of Chinese mainland and Hong Kong, Macao and Taiwan, and links to the countries and regions in Europe, North America, Oceania and Asia. Xiamen has introduced the "144-hour Visa-free Transit" policy which targets citizens from 53 countries and regions.

So far, Xiamen Airport has opened 174 inter-city air lines, including 35 international (regional) and 6 intercontinental air lines linking Australia, Canada, Netherlands and the U.S. Its air routes currently reach 29 international and overseas cities (including Hong Kong, Macao, Taipei and Kaohsiung).

Xiamen is the only land and sea hub city that realizes connection with "the Belt" and "the Road" areas. It has now opened freight rail services to 34 cities in 12 countries in Europe, Central Asia and Russia. Through sea-railway combined transportation, cargoes are able to be transported to ASEAN and European countries. Besides, new logistics channels linking Central Europe, Central Asia and Russia are formed, in which the Central Europe trunk line runs through Malaszewicze, with three branch lines reaching Hamburg, Duisburg and Budapest.

Xiamen is one of the four major international shipping centers, and a logistics center city in the southeast of China. There are 152 container shipping routes, including 101 international routes (69 Maritime Silk Road routes). Xiamen Port now has 175 productive berths available (including Zhangzhou), including 80 berths of more than 10,000 tons; and the port handled 213 million tons of cargo for the whole year. The container throughput of the port was 11.4053 million TEUs in 2020. Xiamen Port is now running international shipping routes from Far East to the Mediterranean, Europe, and North America via Taiwan Strait, which covers 129 ports in 48 countries and regions. Xiamen Port is a comprehensive hub for direct shipping servies between Chinese mainland and Taiwan.

Xiamen launches 969 hectares of high-quality space to promote investment

 Xiamen Municipal Natural Resources and Planning Bureau launched the target of transferring 45 square kilometers of land for sale in Xiamen in three years. Xiamen provided 969 hectares (15,000 mu) of high-quality space available for investment promotion in the first quarter, including 16 boutique areas and 142 plots of land. The land conditions are mature, and all of them are of industrial type, so that enterprises which purchased the land can quickly start the construction.

Among the land, commercial service land occupies 502 hectares, industrial land 382 hectares, and other industrial land 85 hectares. There are 11 large plots covering an area of more than 300 mu, and the largest one reaches 844 mu. The industrial land is large in scale and rich in land types, so a "tailor-made" site selection scheme can be provided for enterprises.

Xiamen Court sets high standard for building intellectual property court

 In 2019, Xiamen Court accepted 3,814 and handled 3,257 IPR cases in total, with the closing rate within the legal hearing time limit reaching 100%. The cases accepted and the cases concluded increased by 120.2% and 112.3% respectively YOY.

As introduced by Wang Chengquan, secretary of the Leading Party Members' Groups and president of the municipal intermediate people's court, Xiamen Court innovated the intellectual property trial system and mechanism, and promoted the "three-in-one" pilot trial of intellectual property civil, administrative and criminal cases. Also, Xiamen Court set high standards for building intellectual property court, extended judicial services at a high level, and effectively strengthened the judicial protection of intellectual property rights, thus providing high-quality judicial guarantee for creating a first-class business environment ruled by law conducive to innovation, entrepreneurship and creation.

Xiamen tops country for government transparency index

 According to the Chinese Government Transparency Index (2019) issued by the Institute of Law, Chinese Academy of Social Science, Xiamen is top-ranked with a total score of 81.50 in the comprehensive evaluation among 49 larger municipal governments. This is the second time Xiamen has topped the nation in term of government transparency since 2016.

The evaluation of government transparency in 2019 is mainly based on four indicators: decision-making disclosure, management service disclosure, implementation and result disclosure, and government affairs disclosure. The evaluation results show that the Xiamen municipal government has a comprehensive score of 81.50, making it the only city to score more than 80.

The degree of the government transparency is an important index to measure the business environment of a place. With the continuous improvement of government transparency, the business environment in Xiamen is getting increasingly better, and it has remained in the forefront of China in recent years.
